Housing Reform
We support foundational housing reforms that reduce regulatory barriers and expand access to affordable housing across the state. Overly restrictive zoning, land use, and permitting regulations are driving up housing costs and limiting economic mobility—especially in areas where opportunity is growing but housing supply is constrained.
Kansas advocates for state-level preemption of burdensome local policies and the adoption of a By-Right Housing Development model, which streamlines the approval process for compliant housing projects—including single-family homes, multifamily units, and accessory dwelling units (ADUs)—without discretionary delays from local boards. Key reforms include legalizing “missing middle” housing, enabling mixed-use development in commercial zones, eliminating single-family-only zoning, and repealing counterproductive policies like rent control and mandatory inclusionary zoning. These changes would protect property rights, lower housing costs, and foster economic opportunity for workers, families, and communities across Kansas.
